The EHRC constitutive proclamation sets out a range of duties that the EHRC carries out, and defines the following offices along with their responsibilities. In general terms, the current structure of the EHRC may be described as follows:

The Commission shall have

  1. A Council of Commissioners- the main policy and decision-making body of the Commissioner, acting like a Board of Directors;

a) A Chief Commissioner- the Executive Head of the Commission. He may, however, delegate any responsibility except: the preparation and submission of the commission's budget; the preparation and submission of draft legislation; and the submission of reports to the House on the activities of the Commission; receives reports from the Deputy-Chief Commissioner, the Commissioner for Vulnerable Groups and Regional Commissioners, the Planning and International Cooperation Division, the Administration and Personnel Division and the Finance Division.

b) The Deputy Chief Commissioner- assists the Chief Commissioner, acts in his place, and carries out assignments as directed by the Chief Commissioner; has overall responsibility for the general program activities of the Commission. Assist the Chief Commissioner in planning, organizing, directing and coordinating the activities of the head office of the Commission, undertake the activities of the Chief Commissioner, in the absence of the latter and carry out such other activities as may be assigned to him by the Chief Commissioner.
